Blurry lines in games

I put in a picture just to let you see what is the issue.
I get these weird lights when the lighting is dim or something and it is very annoying considering I have a high end PC. Wondering what might cause such an issue and what is it called?

They are right over the locker. It does not seem to be very clear and also the dark spot on the right

GTX 970.
Win7
Acer X233H at 70 HZ
Currently using a DVI cable

I don't see what you are talking about. The only thing that you might be thinking of is the shadowing and how it progressively becomes darker in rings as it moves further from the light source.

Yea that is exactly what am talking about. Is this normal? because it is very noticeable

Yes, it is normal. It even happens a bit like that in real life in some conditions. This is just how the engine handles shadows and lighting. In real life, we don't normally pay attention to details, as it just looks normal, but in games they approximate things, and even the smallest differences can make it look odd to you.
