Question Blurry messed up screen

Hello I bought a prebuilt pc and don't know what's up. I think its the graphics card. Idk anything about this. I started it up and the screen is torn up and has purple in the background and blurry and pixilated. I can't read anything on the screen

I just plugged in my 1080 and the PC looks fine. Does this mean my 2080 ti broken?

When you power on your pc, hit F8 and select option safe made with vga enabled. Did you try using a diffrent hdmi cable?
