On videos/games/pictures I notice that there is blurryness and/or pixels on black areas. This is especially prominant when I use higher brightness. Is this normal? View: https://imgur.com/a/uGSYJkr

on the edges where there is black, there are some blurryness / pixels also. Is that normal or is something wrong?
I tried changing out the graphics card and also tried changing monitor to no help, Looking for all help since I have a pretty expensive setup now with i9 9900k and rtx 2080 ti card so I want it all to be smooth.
