Blurry Textures Whilst Moving

Hey I'm having an issue where pretty much all of my games are blurry; when standing still, textures are sharper- however still not sharp. It's almost as if my games are running at lower resolutions than they are supposed to be. My GPU drivers are up to date- and please don't just ask me to uninstall and reinstall them, I've done that like three times. Just recently, I downloaded advanced system care and driver booster- and found out that a lot of my CPU drivers and display drivers were outdated; so I updated them and noticed a slight difference in the clarity of my games- however they are still not by any means as sharp as they are supposed to be. I also stress tested my CPU and it was performing well.
I've replaced the monitor so I know that that isn't the issue, I've tried overriding system application with 16x antistiopic filtering within the NVidia control panel; but still no improvement.

My Specs-
Gtx 980 Superclocked- 4gb
I7 4770k @3,4 ghz ---> overclocked to 4.2 ghz
16gb DDR3 ram

Please help, I really can't enjoy games like this
 
Has it always been like this, or is this a new development? What version of Windows are you using and is it up to date? If you run something like 3dmark, ie not a game, does it also look blurry? If you set your CPU to stock clock speeds, is it still blurry? What kind of connection do you have to the monitor?
 


Been like this for quite a while, I have Windows 10 (64 bit) and my monitor is connected via a 1.2 Display port. I'll try setting my CPU to stock clock speeds and try out a 3d mark benchmark.
