Can the new 16 and 32 core AMD processors fully utilize the cores for BOINC computing? A recent article mentioned that games and other common applications do not proportionally benefit from higher core counts.

Generally for a CPU limited problem, you would DISABLE hyperthreading since you have already saturated the hardware with just the physical cores.
