Would I be correct in assuming that it doesn't read legitimate GD-ROMs,
and only works with copies? If so, any way of creating copies of Dreamcast
games without using hard-to-find, unique specialty equipment?

Downloading the "illegal backups" is the only option for regular people.
Some good sources are:

or on MIRC, Efnet servers
channels #dreamcast-backups ... #dreamcast-universe ... #segadc etc..
Also DC++ has a sh*tload of DC releases.

Chanka is has a way to read the GD-ROMs in WinXP only (in certain DVD
drives), not sure if it works tho, i use Win2k and it doesn't work there
(yet)

To make Backup's of your DC games u'll need a serial cable or a BBA and link
that to your PC, next you'll need some guide and some tools to rip it to
your Harddisk...
