Bois doesnt work, switched out battery and unpluged power

i got a mother board with an Athlon 2 CPU, the model is a M2N68-LA, i put a new battery in the motherboard, unplugged PSU, changed jumper positions, any suggestions? Will it usually turn on when you turn the PSU on or do you need a power button?

Which one is it? I think your MB is the HP OEM one, here is the cpu support list: https://support.hp.com/us-en/document/c01925534

AMD II Athlon X2 2xx/2xxe (Regor)
AMD Sempron 1xx (Sargas)

If your CPU is not in that list, you know what to do. If your CPU is in that list, the problem maybe from the MB.
