Boot 3 times before starting

I just installed the cm 120 all in one watter cooler now when a boot my pc it restarts sevral times before booting i have tryied changing the dram frequency and xmp on with no luck a red light next to my ram goes on before it reboots several times any help would be appreciated.

When i unplug it i get overclocking failed i haven't tryied to overclock my mb is asus sabertooth x58.

You did remove the plastic film from the base of the pump/water block before mounting it, correct?

Do you mean the one that was covering the copper part that goes on the cpu then yes.

I have found it that when one of my watercolour fans is pluged in it is causing this i have no idea why the orther one works fine tryied changing ports ect any ideas?

I would just hook straight into the power supply using either a Molex or Sata fan cable adapter.
