Boot Configuration Data Error

So this problem is all over the internet but I haven't been able to find anything for the problem a friend of mine is having. That this issue is present in both their old hard drive and a new one. With that in mind the only things that are consistent in the system are pretty much everything including a USB stick which was used to (successfully) install Windows 10.

Also I should note the reason they looked into a new HDD was because the current one suddenly took a dump, or at least this is what was suspected. Can this error manifest itself somewhere else in the PC, like the BIOS?

The error is also 0xc000000f.

Any help would be greatly appreciated as I'm at a loss as to how this problem is persisting when I could have sworn BCD was something involving a HDD. If it is possible for the problem to exist inside a boot USB then I guess it was pure coincidence that the HDD failed AND the recently used USB boot stick failed too.
