boot configuration data file missing?

I had this message after turning my PC back on from an extended hibernation, figured I'd delete the hibernation file but the only tutorials i see use the command prompt :/. I have another computer i can use to look for the file and delete it, but i don't know where it's stored please help.

Like I Said, I Can't Boot So That Doesn't Help Me. I'm AlsoRunning Windows 8, Not Sure If That Matters.
