Boot device failed

Okay so I bought this Optiplex 7010 sff without a os like win 7 or 10 so when I turned it on it said initializating link (something like that) few seconds later if said No boot device found press any key to reboot machine. Is it because there's no OS or something wrong with the hard drive, also it came with no disk of a my sort or usb but I do have a win 7 pro authentication key but does anyone know how to fix it legit PLEASE I've waited all day for my pc to come in just for me to deal. this is not worth it but ANY HELP WOULD BE APPRECIATED. (64 bit)

yes it simply means there is no OS installed in your PC.
you can get your USB/DVD installer from the site below. use your win7 key.
https://www.microsoft.com/en-us/software-download/windows7

you will have to call the shop. they might have accidentally forgotten to include the installer along with the PC. but you can get it yourself from the site above if you have an extra PC around there for access.

Okay I tried that now it said The product key you entered appears to be for software pre installed by the device manufacturer. please contact the device manufacturer for software recovery options

im getting confused with your situation. you said you bought a PC without windows. so im guessing that win7 key you have there, was from your old machine right?
