Boot Device Failing

So I just installed a new mobo for my computer and I'm trying to reinstall windows 8.1. I have it on a disc and USB. I have set the boot priority to both (separate times) and the both fail and the screen recovery window pops up, the one asking to start windows normally or to enter safe mode. I read somewhere to disable the HDD from booting so I did, it then brought me to a screen that said something along the lines of "please enter correct boot hardware and press key to retry". I have booted from this USB before with no problem. If anyone could help me that would be awesome, I have spent hours researching already and haven't found an answer.
 
Go into your bios

Under the security tab, disable secure boot

Go to the advanced tab, press enter on system configuration
Enable csm

There also should be a USB legacy option, enable that too

Save settings and reboot. Hope this helps
 


 


Just tried everything. Still doing to same thing. I went into SATA configuration and next to all the SATA labels it says not present. Does this have anything to do with it not booting from cd? But if you have any other ideas I'll gladly test them out :)
 
It's good not to jump to conclusions saying that the CD drive is faulty. Might want to try other things first

You said your hard drive isn't showing up in the bios? What devices are showing up in your bios?

If using a USB, try every other USB port in your computer before booting
