Boot drive not found

Hi, I recently received all my parts for a computer and I plugged in everything as I believe to be correct but there is a message that appeared after my first boot up and it said:

reboot and select proper boot device
or insert boot media in selected boot device and press a key

I checked the BIOS and went under Boot to set up boot priorities and made the IDE hard drive first but no luck.

Case: Cooler Master HAF 932
CPU: Intel Core i7 860
Motherboard: ASUS Maximus III Formula
Hard Drive: Seagate 1TB 7200.11 Hard Drive
Graphics: HIS Radeon HD 5850 Turbo
RAM: Corsair CMP4GX3M2A1600C8 Domintor
Power: Antec New Truepower 750 Watt
CD Drive: LG GH22NS50R DVDRW Drive

No OS has been installed yet - planning on Windows 7 Pro.
Me and my friend believes that it is a faulty hard drive that is going on, I'm just wondering if that is a valid explanation and should RMA it.
I plan on getting the hard drive checked using seagate's test tool thing but I don't have another computer to test it on at the moment.
I'm just curious on what other people would say regarding this situation.

Thats your problem...there is no windows or OS system. There needs to be a 'bootable' drive (with boot sections or boot manager)....your BIOS is trying to find one but the HD is blank, no boot information on there

Put your Windows disk the DVD drive, turn off the machine...then turn it on

Will prompt you to boot from CD, click any button

This will then guide you through the process and isntall windows on the hard drive you have installed
