boot from cf card with windows xp embedded

Hi every body.
Please HELP me.
I have a PC that has a cf card as it's HDD. the cf card is industrial grade, type 1 with 2GB capacity and it has 1 partition and connected to cf- IDE adapter. last week i had a problem and the PC didn't boot . I made an image with acronics. then connect cf card to a laptop with USB adapter and clone it to a new cf card. the new cf card is WD, PATA with 2GB capacity. when i connect the new cf card to the main PC with USB adapter, it boots normally and everything is OK. but if i connect the new cf card to the IDE adapter, it doesn't boot and i have a message " missing operating system". My version of windows is XP embedded version 2002 service pack 2.

The pc belongs to one of my friend and it is not acceptable for him to run the pc with cf card connected to USB adapter ( because of some security policies). On the other hand due to speed of USB we have delay in pc commands. The pc related to a industrial machine that set some commands for machine. Also the main location of cf card was cf- IDE adapter and he want to have it in main location.
I want to know whether it needs some changes in Bios for booting OS from IDE adapter. is there any mistake in my cloning or restoring image procedure?
