Boot froze on welcome text, yesterday I cleaned some drive space

Yesterday I needed space on the ssd, I did a disk cleanup via right clicking C drive, and took out 3 gigs of some windows update thing, can't remember the name. Also CCleaned the registery earlier that day. Shut down last night and powered on today, apparently it was configuring a windows update, only saw 100% and was abnormally slow on 100 for 4 minutes. Logged in and i'm stuck on the welcome text. Been 10 minutes, loading icon isn't spinning. I am in safe m ode now with networking typing this.

After restarting when I was in safe boot, windows began to boot and opened up normally.
Must have been one of those anomalies.
