Boot issue solutions?

Basically, to make a long story short, my laptop somehow shut down while I was doing a complete reset on it, corrupting its data. None of the repair methods I've tried from the menu have had any results, it just gives an error that states 'cannot be done at the moment' or something of that nature. I'm fairly certain i'm going to have to reinstall windows on my laptop. My laptop is a surface 3 so I'll of course have to do it from a USB. Now, my question is, it being a touch screen laptop, if I install windows 8 on it again via USB, will the surface lose its touchscreen capabilities?

You can get all the required drivers from microsoft website if they are not detected automatically during setup.
