Boot LED Lit (Z170 Sabertooth)

The boot Led on my Sabortooth z170s board stays lit, and the test speaker is signaling a hardware failure. It does not post.

My question is how do I test what it is? Because, on the power up the CPU fans and case fans turn on and spin, and my GPU. I have taken it apart to where it is just my RAM, CPU, and CPU cooler and it still does not post (on the motherboard of course). I have also tried no RAM as well. Is it my CPU? I checked the pins and they seemed fine.

Since the Boot Led stays lit when no hardware other than the Cpu and Cpu fan are installed i'm just going to return and replace it. I have already exhausted most of the options anyways. I'm sorry for this post as it seems like it was a waste of time.
