Boot loop before POST problem

This problem has only occurred about two days ago and occurred out of nowhere. The system operated without a hitch prior.

The problem is that when I press the power button, for a split second the CPU fan would spin, case fan would spin, PSU fan would spin, and DVD drive would make a noise then the entire system would turn off for another split second and then turn back on again. Keep in mind the monitor is not receiving any signal from the computer during this time. This cycle happens for about 5-10 seconds and then the computer would boot up normally and show the post screen.

Once I get past this boot loop problem the computer runs fine for 24+ hours on end. I had also stress tested the computer using prime95 and memtest and it worked correctly through the duration. It is just if I shutdown the computer and turn it back on again I would incur this same problem again.

Steps I've taken to remedy this situation but to no avail:
* Reset CMOS
* Replace CMOS battery
* Check for any blown capacitors on the motherboard
* Check for any shorts on the motherboard
* Replaced the thermal paste on the CPU heatsink
* Reseat RAM modules
* Test system with only one RAM module installed
* Test system without GPU installed

At this point I'm not sure if the problem is with the power supply or the motherboard. I have had this system for over 6 years now and did not change/upgrade any parts of it other than the GPU. Could it be a PSU problem if it is having difficulty booting up in the beginning but continue to run flawless after?

Another thing I like to make note of is I notice the first time my computer finally booted after the loop is that it displayed a message saying something about a checksum error on the CMOS and it attempted to restore it through the backup BIOS. Since then that message has not reappear.

*Intel i7 860
*Gigabyte p55-ud3r
*WD harddisk
*8GB of A-Data RAM (Compatible with motherboard according to the PDF on Gigabyte site)
*hec X-Power Pro 600W PSU
*AMD HIS Radeon 4670 GPU
