Boot loop before Windows Boot Manager starts

I haven't seen someone else with this problem so I'll explain: my PC has gone through this once already, but I don't remember what I did to fix it. It starts booting up, goes through the MSI Motherboard splash screen, then the screen stops glowing for a while, then goes back to the MSI splash. I thought that maybe I had a game disc in there and it tried to boot that first, but it's all empty. This has also happened before, probably around 2 years ago or so, but it took me many weeks to fix it, and I can't even remember what I did to fix it.

So I've narrowed down the causes of the problem. Basically, I can enter my secondary hard drive that I use for x64 bit games through the MSI BIOS boot settings, but not my primary, 2 tera x86 drive. Any ideas besides a faulty drive?
