Boot Loop, BIOS Screen not showing up as well. acer IPIMB- AR mother board

Hello Everyone,

Thanks in advance to help, I am having this wired issue. Let me start from beginning. I have a gateway desktop machine. It was working fine, I wanted to add a video card to it. So, I tried, a video card. Not sure that was a compatible video card or not. System went into boot loop

powers on
small beep
no bios screen
power off

powers on
small beep
no bios screen
power off

Now, i removed the video card, system booted up and showed the os. Then I shut it down and try to boot it again. it goes into bootloop again.

Now, if i take out 2 dimms of RAMs it boots fine. and then I shut it down it goes in bootloop.

i put that RAM back it boots fine. I shutdown, it goes in bootloop. If i restart it works fine though

Now, if I make a hardware change system boots fine. only for once then it goes in boot loop.

i understand short beep, means bios issue. After putting all hardware in piece I have tried the CMOS reset switch and removed the battery for more then hour as well.

nothing seems to do the trick. Mother board is acer IPIMB- AR.

It will be a great help. if someone can help me solve this.

Do you just try to use only one stick RAM to boot and use the PC? When you try to find the PC problem you have to use minimum hardware, otherwise it is hard to find the bad part.
Also you may go into the BIOS to check the date during you boot the pc, if the time will change each time when you reboot the pc, that means the CMOS battery is low power or something wrong. The pc works for 3 yr, and doesn't mean it will work forever, when the time is coming it will be gone right the way.
naah gpu was not there, i tried adding and then removed it, now to boot the system I have to remove RAM DIMMS boot once and then shutdown put RAM DIMMS back and then boot it again. Else if I shutdown and try to turn it on it goes in power loop. really strange, I have removed battery and tried the CMOS reset switch as well, kept it removed for like more then an hour, it is actually a gateway

oddly enough reboot works but shutdown and power on doesn't
 
This is a really strange situation, to me seems like somehow bios is not persisting the values. Could this be because battery. So, if I take out like any RAM dimm ( I have 4 each 4GB) boot the machine, it boots. Then I shut it down, it stops booting. I put the RAM that I took out back in and boot the machine, it boots again. Then I shut it down it stops booting. where as the same hardware configuration was working for like 3 years all 4 DIMMS and even now with all 4 DIMMS in place it works. Only when I shut it down. it doesn't revive until I make a hardware change like removing a RAM dimm
