Boot loop issue (please help)

Hi, right guys,

I'm having a few problems with a brand new PC, I ordered it from an ebay store named 'onlinetek' and the first 2 weeks after getting it, the pc was working fine, one morning I turned it on and just after reaching BIOS screen the machine just got in a boot loop, there has been no change, to try and fix this I cleared the CMOS, so on and so forth, after doing a bit of research I came to a conclusion that it should be the motherboard as someone else had the exact same problem as me and with a Gigabyte motherboard, so I messaged the company asking about it, they said yeah sure send us back the motherboard, so I left CPU and RAM on it. , the motherboard was really flimsy, so I asked if I can pay extra and get something better, so I upgraded to a Z97X-Gaming3, and just this morning I got my pc back after waiting 2 weeks, they said they done testing with my motherboard and CPU and they didn't come up with any issues, I put my pc back together and I am still having the same issue, I changed the SATA cables, Re-installed windows 7, un-plugged, plugged everything back in and nothing.

COULD SOMEONE PLEASE HELP ME!!! Thanks in advance.

how my pc turns on, press button > fans start whirring > 'BEEP' > then fans spin faster > then slow down completely > pc reboots.
 
Yes I thought that it could of been the PSU, and the supplier said that they will send me a new PSU which is great, hopefully this will solve the issue.
