Why did you think replacing the cooler fan would fix the delayed start problem? What CPU cooler are you using?

Check the CPU fan electrical connection to the motherboard, it can sometimes be put on the wrong pins. Make sure it's on the CPU_Fan header.

Check cooler mounting to the CPU. All screws and clips are tight and the cooler isn't cocked or making uneven contact with the heat spreader.

Check all connections as you may have loosened some accidentally. Also check that memory is fully seated in the DIMM sockets.
