Question Boot loop, new PSU installed, boot loop again ?

Hi,
My PC started having problems boot looping, so in this order I did:
1. Pull out 1/2/3/4 RAM modules and lastly introduce a new, tested module from another PC
2. Reseat the CPU and replug the Graphics Card
3. Clear CMOS
4. Replug all cables inside and outside the PC
5. Unplug all exterior cables besides power
6. Use a different power outlet, use a different power cable
7. Extract the MB and screw it back in confirming all standoffs etc are correctly placed and nothing can possibly cause a short circuit

After none of this helped even reach BIOS or POST at all (no beep), I went over to a friend and:
8. Put my GPU into his PC to test (worked)
9. Put his old GPU which doesn't require external power into my PC (worked) (its a very small, old, i think AMD card which doesn't even have a fan)

Then I checked my PSU manufacture date and found out it was 2018-03, so roughly 13k hours of uptime, probably time for a new one.
Bought a new one, it worked for a few days and now the problem is back. (When changing the PSU I also removed the MB and reinserted it into the case)
First instance was it boot looped a few times then came on, right now the loop is endless.
I do not have integrated graphics. I have an old GPU which also requires external power. I can try and borrow my friend's old (non externally powered) GPU to test with.

The bootloop happens before POST beep, and I assume it's that it's trying to power on the GPU and fails, but I might be wrong, I heard that it needs to do some negotiation and might fail to find values if e.g. CMOS battery is weak?

I am going to buy a new CR2032 battery for the CMOS today and hope it's that. If not probably going to try and see if maybe it's the GPU's fault (doubt, it worked in the friend's PC and is fairly new), or RMA the new PSU. Have a multimeter, what else can I check or do?

(old) PSU:
SilentiumPC Supremo FM2 Gold 750W SPC169
(new) PSU: FSP/Fortron Vita GM 850W 80 Plus Gold
GPU: Zotac GeForce RTX 3080 Fan X3 12G Gaming LHR
CPU: AMD Ryzen 7 5800X3D
MB: AsRock X470 Master SLI
RAM: Goodram IRDM X (2x16GB 3200MHz + 2x4GB 2666MHz) (bios clock for all ram is 2666 iirc)
Storage: 2x HDD (Hitachi HUA...), 1x SSD (ADATA SU...), 1x M.2 (?)

The RTX 3000 series were notorious for having high transient load spikes. Users were advised to overprovision on wattage when shopping for a PSU, apart from looking into a reliably built unit. Users were advised to get a 1KW unit;

RAM: Goodram IRDM X (2x16GB 3200MHz + 2x4GB 2666MHz) (bios clock for all ram is 2666 iirc)
You're advised to work with kits instead of mixing and matching sticks of ram to get a cumulative number.

Is it possible that the transient load spikes only became apparent and cause loops after over a year of usage? (Don't remember the date of GPU purchase, but it definitely is not new, and definitely used it for over a year without issue, with the 750W PSU.)

The RAM never caused any issues either, it is not a new build. The only recently-changed (6+ months) component is the PSU. I tested with a single RAM stick, and no improvement there.

If the PSU is dead I can try to refund it and get a 1kW unit.
