boot loop on install windows 10

i had a problem with my hard drive recently my pc was crashing and and i had this message in black screen "reeboot and select proper boot device or insert boot media in selected boot device and press a key_" after couple of days i did a reformat from the settings and i got this message again while i was installing windows so i had to turn off my pc.after oppening my pc i stuck in bootloop i tried to find solution but i couldnt find anything plz help!!!

GPU-AMD R9 270x 4gb dual-x
Motherboard-Gigabyte GA-970A-UD3P
RAM-8gb croshair vengence
HDD-1tb Western Digital
and i havent used any other HDD/SSD
