Question Boot loop

I finished building my pc and when I hit the power button it just makes a tick sound every 2 seconds. I tried using the checklist I found on a another forum and nothing worked. I tried alternating my ram stick and just using one but that didnt work. I tried re seating the graphics card and taking the batteries out of the motherboard and putting it back in but that also didn’t work. I tried re plugging all the wiring and it didn’t work. So what can I do to get my pc to boot up.

I have a gigabyte B365m DS3H motherboard
gigabyte 1660 TI graphics card
Two 8 gig T force ram sticks
Intel i5 cpu

A tick can be a harddrive but you have none listed.

Witht he Power cord unplugged or the PSU switched off - Disconnect/remove everything except the CPU, Cpu cooler, 1 ram stick, & the PSU.
Connect your display to the motherboard ports and power the system back up; see if you can at least get to the bios prompt.
