I am building a new PC for a friend and these are the following relevant specs:
Mobo: GA-H170M-DS3H mATX
CPU: i5-7400
RAM: DDR4 2133 mhz
PSU: 450w Corsair
With nothing but the PSU, CPU & Mobo connected upon boot the motherboard lights up solid amber for about 5-10 seconds before shutting off, then restarting and continuing in the never ending boot loop.
Before you ask I've already gone through the list and most of it was basic stuff I had already done.
It's either the motherboard or CPU. I have no other CPUs to put in to test. The latest BIOS version that added support for 7th generation Intel processors was released in November 2016, so I'm wondering if the bios that came with this motherboard has that version or an older version. This would be solved by manually updating the BIOS but as I said earlier the USB Flash drive (plugged in to any port on boot up) did not work.

I have confirmed the PSU is not the problem.
The motherboard has already been RMA'd once because of the same problem
The new one they sent (the one I have now) is giving the exact same problem
Resetting bios had no effect
Trying to start it with or without RAM installed had no effect
Trying to upgrade the bios to latest version via USB Flash drive did not update it and had no effect
This motherboard does not come with speakers so there will be no beeps
