Boot Manager Screen

When i turn on an acer's laptop it goes directly to the Windows boot manager screen and stuck there..what's the problem and how do i rectify it? I am trying to figure out if its a firmware problem or just software?

If you select the hard drive does it try to boot? Try reseating the drive?
