Question BOOT not turning on after GPU switch

So I recently built a new PC:

Mobo: msi x570 mpg
RAM: Ballistic 3200 32G
CPU: Ryzen 3700x
GPU: Nvidia 2070 rtx
PSU: 750W

Every time I power on the BOOT light is on. This started happening after I switch from the 5700xt to the 2070 rtx. I have checked all cables. The OS on my hard drive is working fine because I tested it on another pc I have lying around.

Please help I’m getting a headache

the old 5700xt still work?
test it on another slot?
update the bios?
test the gpu on another system?
