Boot order changes after removing external hard drive!

Hi all,
I have 2 HDD in my PC I disabled all boot devices in the bios apart from the hard drive Windows 7 is installed on. When I plug in my external hard drive its fine, can restart PC and everything is good. However when I remove the external hard drive and restart my PC tries to boot to the HDD Windows isn't on! And I get the error no boot telling me there is no boot media or something!

I then have to either change it in the bios back or select to boot to the right drive manually!

Any suggestion on how to fix this issue?
