Boot order not being remembered

My new build is struggling to boot. Upon poiwer-on, it goes past the message that my CPU fan isn't working (liquid) and then gives the dreaded error message that there is no bootable device and to insert one and press a key.

The only way I can get windows to start up is to go into my bios upon startup and select Windows Boot Manager instead of my 512GB M.2 SSD.

Then, once I found out that works, I arranged that one first. Unfortunately, if I don;'t manually go into bios and select the Boot Manager, it defaults back to my SSD on top and the error message ensues.

Any ideas?

The Build:
980 Ti
Intel i7 6700k
750 Watt Thermaltake
Sabertooth Z170 Mark 1
Samsung 512GB M.2 SSD

Grr,

Right hop into the bios of the motherboard, make sure your in advanced mode of your Uefi bios.

Enable detection of legacy devices, if an option of the bios.

Look for Cms mode, set to manual. and set the booting process to Legacy/ Uefi mode.
Make sure in the boot order of devices the booting os drive is set to number one in the boot list.

Scroll down the main boot able devices bios menu page, and you should see a extra listing of two boot device options and setup selection of drive.

Set the first to the working drive with the os once again.

And if you wish the second entry that should be provided for another boot able device.

Save the changes before you exit the bios.

One boot menu is for boot able Uefi enabled devices, the other for Legacy boot able devices or hard drives setup.

And it should resolve the problem without having to press the F key for on the fly boot selection.

Thanks for the help, Shaun.
So I tried everything you said. I took a few pics of the process since a few things were a little different and wasn't sure which to do. Regardless, the process is persisting.
Here is the CSM options. "Boot Device Control" was the only one that had the option to do BOTH UEGI and Legacy. The others below it I had to pick one or the other so I left it as it was on Legacy Only.

In both places (advanced boot page and main Bios page) I set the os hard drive to the #1 spot.

Unfortunately this still pops up.

Also, this entire process has been really hard to test since the computer only sends signal to the monitor like 1/3 times. So I keep having to turn it on and off a bunch to get a signal. What in the world could cause that?

Thanks for you help! If you help me get this fixed I will be the happiest camper.
