Question Boot Order on ASUS PRIME B450M-A II Motherboard

I have a ASUS PRIME B450M-A II Motherboard. I have an NVME SSD, SATA SSD, and SATA Hard Drive installed. I can't change the boot order from NVME SSD to SATA SSD. I'm wondering if the problem is that it will automatically go the the NVME SSD as long as this drive is installed on the motherboard?
 
Initially both the NVME M.2 and the SATA SSD both had installed Windows 10. Both the drives were installed on this MB after they were on another MB that failed. My plan was to reinstall a fresh copy of Windows 10 on the NVME M.2 and make that the boot drive but for some reason when I put the flash drive with the Windows 10 Install media in the USB ports, the BIOS didn't see it so I couldn't install. I then decided that I'd just change the boot order to the SATA SSD in BIOS but it didn't seem to allow me to do that.
