Question Boot priority

Yesterday I installed a 250gb ssd and I installed windows 10 on it , on bios , I set on devices priority , the ssd as first and on drives priority I set the ssd as first also.
when I set the ssd as first at boot devices priority , windows didn’t boot but only when it’s ‘windows boot manager’ as first priority windows boots , is that normal that on devices boot priority the ssd is second and windows boot manager is first?
