Question Boot problem with x570 steel legend

Hello!
I have been having problems booting and even going into bios.

My hardware:
Ryzen 7 3700x
Asrock x570 steel legend P2.30
16 gb trident z royal 3600 mhz ram
Gtx 1070 founders edition
Seasonic focus GX-750 psu
Adata sx8200 pro nvme ssd
Crucial mx500 ssd
And some random hdd


Whats the problem:
If I try to boot it shows the splash screen for a second and then goes black and tries to boot again. After many times it sometimes lets me into bios.

What I have tried:
I have reseated litterally everything, have tried with only cpu, 1 stick of ram and gpu. I have tried other known good ram sticks. I bought a new psu. I have cleared CMOS and replaced CMOS battery. I dont know what else to do...

Have you tried unplugging the other ssd and just trying to boot from the ssd with the OS?

Yes but I cant even get to booting windows, it just shows the splash screen and barely boots to uefi sometimes.

Thanks, I also came to the conclusion finally that I should let the seller deal with it and I'm sending it back to them tomorow
