Boot Screen then Restarting (PC)

Hello.I got some problem with my pc.Tommorow i turn it on and on Motherboard or Graphics screen or maybe pc specs on black screen with white words before windows 7 logo with small dots i get restart always.I try to use F8 but again its restarting.Tryed to remove the RAM then put it on, not working.Can anyone help me wit this problem ?

I dont know how to boot as System Recovery Options ??
