Boot up prob

Hello I can't git my PC to boot up I have changed ram I have disconnected everything on it but no go I dunno wat else I can do the hard drive is running I can feel it .I have the sabertooth 990fx with a ATM 1100t processor 8 GB ram yesterday I got a message that HDD has errors that as all I noticed. Any ideas. Also I can't boot up with instalation disk the PSU checks out ok .
