Boot up problems on pc

Hey guys, so I just bought this pc second hand and the guy I bought it from didn't seem sketch, and infact he showed me everything worked and functioned fine. But as soon as I got home and hooked it up I started having problems.

When I hooked up the power supply to an outlet, the entire pc powered on, all the fans worked fine. Except for one, the video card fan wouldn't spool up. After seeing this I tried turning off the pc using the power button, but it wouldn't turn off with the button. I had to resort to flipping the power supply switch on the back. It was weird because like 10 minutes before I had booted up the pc fine, it had no ram sticks, and there was beeping so I assumed everything was fine, then 10 minutes later I try to boot it on again and all this stuff Happened. Anyone have an idea what the problem could be?

Radeon R7 240 2gb (BRAND NEW) (overclocked to most stable without increasing volts)P
AMD A6-5400K 3.6GHz Dual-Core Processor (Overclocked to 3.8ghz without increasing volts)
Gigabyte GA-F2A55M-DS2 Micro ATX FM2 Motherboard

If it has no ram sticks it will not boot. It beeps saying that there is no ram. Maybe there was a loose connector. Some connectors can come loose during transport. Weird stuff happens when the connectors are finicky. Try reseating the various connectors. BTW did the computer beep when he tested it out. He probably was trying to get rid of a dying computer. Do the standard checks for bulging capacitors loose connectors and non secured parts. Try reseating the graphics card also. spin the fan on it to see if it is stiff or seized fan that you did not notice.
