bootable format utility

is there any bootable utility i can use to boot with a usb that lets me delete, format , create drives?
i have a big problem with my pc and i can not get into windows to fix it.
please help.

Try Rufus for Linux LiveUSBs. But what is your exact issue?

I fixed it by installing windows to VMware in osx and doing rufus there
I wanted to try to do it inside mac osx but none of the apps worked. so I just had to install windows in VMware on mac and do it the normal way.
