Bootable usb stick

I have a new pc and a key for windows 8.1 N. I want to make a bootable usb with 8.1 so that I can install windows on my new pc. My problem is that I only have an old pc with windows xp. I tried to download the 8.1 iso file here http://windows.microsoft.com/en-US/windows-8/create-reset-refresh-media, but it says that I can't do this on xp or vista.
I could use my aunt's Mac pc, but I don't know if you can download windows iso files on a Mac. And what does "create media" http://windows.microsoft.com/en-US/windows-8/create-reset-refresh-media do exactly? Does that copy an 8.1 iso to my usb and make it bootable at once, or does it just give me an iso file? I thought you had to download the iso file and use a third party program to copy the iso file to a usb to make it a bootable usb stick. And it's weird that you can't download the iso file on xp, but there are programs to copy iso files to usb that do work for xp..
