Bootin past windows

I just assembled a new rig after the first week and a half my computer has been blue screening and freezing and now will not let me boot past the "Starting Windows" screen it will load then blue screen and restart in an instant same with the repair windows option and safe mode.

Ps I already tried the fixes in the boot issues sticky post

Any input you can give is much appreciated.
 
Solution
You can download the test software from another pic and burn it to a disk. Most of them are dos Bootable programs. You should be able to run them straight from the DVD drive. Just be sure to turn off fast boot and secure boot in the bios. Also in the bios make sure legacy devices are enabled.


The ram is compatible with the motherboard and does not seem to have any speed issues and im sorry to ask but how could i perform any of these tests if i can't get to the desktop or access anything but the Bios and boot options.

Btw the power supply is a corsair the model type I'm not sure of but it is 750W but everything i checked does not seem to lead to a power issue.
