technically it's illegal to install MACOS onto non-Apple hardware so I assume that voids the forum rules? (Moderators help me out).
But, strictly talking about booting USB sticks in general, you have to make sure that the boot device has been created properly or it won't boot.
You have to:
a) make sure to select the USB boot device properly in BIOS (can be a "quick", one-time selection), and
b) boot device must be formatted correctly to be a boot device.
Other:
You may want to try booting other things like MEMTEST86 to figure out where your issue is. If MEMTEST86 boots fine then it's an issue with the software or the way it was applied to create to make it bootable.
