Question Booting problem

I force shutdown my pc after that my pc doesn't switched on but the CPU fans are running how can I solve this problem
CPU:hp Compaq presario
Motherboard:foxconn 2a8b
HDD: Seagate Barracuda 500gb
GPU:intel g41 integrated
PSU:zebronics 450w,zeb-450n
Os: window 10 64bit
Monitor: Samsung ls19f3020
Ram:4gb
