Booting repair question

I have a dell inspiron 580 desktop computer. When i boot it up, the computer makes 4 beeping noises, a pause and then repeat. The monitor screen does not populate. What can i do to get to a system restore screen?

Thank you for your answer! I have not changed anything for a long time. The error code is consistent with Figure 1.2 Coloured Power Status LED's, blinking Amber light. I tried booting while rapidly hitting the F12 button. No luck. The desktop monitor is still blank while doing so. With no screen reference on my monitor, will i be able to proceed?
