Booting up a Dimension 4400

When I turn on my computer all I get is the large "Dell" and the website
address. It just stops there. Also, nothing seems to run within the
computer, the "Dell" sign shows up almost like the computer was on and
I just turned on the monitor. I have tried pushing F2 but nothing
happens

Have there been any hardware devices added to the machine recently? Unplug
*all* external devices other than the monitor and see if the machine will
boot.

If it still locks, then it's time to open up the case and begin
removing/disconnecting components as well...
