booting wont go past windows logo with my second hdd connected

i cant boot from a usb because that results in the same windows logo screen or a black screen (where my monitor just goes completely black like its gone off.) then when i disconnect the harddrive it boots just fine in like 5 seconds. i have tried resetting the bios settings but that did not work. i cant get into safe mode either. i dont care if my hard drive needs to be formatted because i think that would solve the problem. but i have no way to do that. please help i have no idea what to do.
 
Solution
If your machine allows hot swapping you unplug the SATA (but not the power) cable from the mis-behaving drive. Boot to windows, then, replug the SATA data cable to the drive. If it detects it you can then partition and format it.

BTW, if the HDD is over 2 TB and you are using Win & you need to use some tricks to format (like using Partition Magic software).

Solution
i have a 1tb WD blue harddrive btw. i have tried that before but it does not show up anywhere, not in pc nor in disk management.
