bootmgr is missing after try to install windows 7

I was installing windows 7 on a brand new hdd it got interupted the laptop some how turned off and now I get this message so I was wondering if there was a way to fix this? I can boot into bios

It won't let me do anything. I do the ctrl alt del to restart and get the same message each time. I'm using a downloaded usb version not the disks don't know if that matters

I was using a usb flash drive that a friend had downloaded windows 7 ultimate onto so I don't know what all was on the flash drive just that everything booted up good to the point where I could create a partition the first time and after the installation got interrupted it only goes as far as bootmgr missing or if I press f2 I can get on bios
