Bootmgr is missing, help please.

Hi, i just bought a brand new western digital hdd to replace my broken seagate hdd that was like 5 yrs old already, it can no longer boot into windows, and startup repair couldnt even fix it, so what i did was, i just removed the old hd then plugged the new one, but when i tried to boot the pc to install win7 via usb im getting a bootmgr is missing error message, but i know its inside the usb, since i was able to browse inside when i reached a page that has options like startup repair, system recover, and command prompt, well I searched all night and the usual fixes isnt really applicable in my case i think, really cant find a solution to this, badly need help.
 
Solution
Change first boot device to USB device in BIOS Setup. Then Save & Exit (F10)

If still same error, you maybe haven't prepared the USB device properly for booting off it.
