Bootmgr is missing (no system recovery)

I'm trying to fix my brother's computer, but all it says on startup s "bootmgr is missing". Through a quick search online I found that for everyone else it's simply a matter of inserting the installation disc and re-installing windows. That, of course, does not work for me. Running the installasjon program results in it being stuck on the screen right after i click "install now". I have tried the automatic startup repair to no avail. I have also tried this without any luck as typing C: just tells me it's empty and typing D: just freezes the cmd. I don't know what he did to it, he said something about trying to delete one OS when he accidentally installed two (I think he deleted a folder, not sure if it was the system32 one). Any help is appreciated.
