BootMGR is missing - tried everything

I plugged in a new hard drive today, and now when I start windows i get the message "BOOTMGR IS MISSING". I unplugged the HDD but the error was still there. I googled it and tried for hours: repairing, restoring and unplugging new hardware. Nothing worked. What am I supposed to do? Do I need to replace my three hard drives?
 
BOOTMGR is one of 3 windows files that are read in order to load the OS. What Windows version are you using? You can try to use the installation CD to do the repair.
