BOOTMGR is missing

So, i have formated C drive because of errors and now when i start PC it says BOOTMGR is missing, press CTRL ALT DEL to restart. So i cant install Win 7 from CDROM. Does this mean that i've removed bios? ( i can acess bios settings, Qflash etc.)
 
it means windows didnt find a bootable device

either as suggested change boot order in the bios to cd/dvd

or press the appropriate F key during startup and change boot order

your previous errors may only have been file system errors so i wouldnt rush to buy a new hard drive

in windows it did normally read cds. the motherboard may be the problem. Someone told me that it is a virus and i have downloaded some stuff before the problem started ( if you want to know what problem i had, read my previous thread. it could be connected. )
