BootMgr Missing

I have vista business getting error bootmrg is missing. I put in the recovery disk to run start up recovery, but before I ge there it won't load the cd it acts like it, but goes to a page that gives me two options. 1 Run the 32 bit dell diagnostics and Q quit without any actions (return to Dos )

enter setup (f2) and make sure CD is 1st boot device.
